Job Description

Remote is seeking an experienced Risk Control Tester to support ASD’s fraud and corruption control program through a six-month engagement. The Risk Control Tester will bring technical expertise in risk testing, assessment and management, with the ability to clearly communicate operational, financial, strategic and compliance risks. They will be adept at analysing large datasets to identify patterns, trends and potential risks, and will assess the effectiveness of controls identified through ASD’s 2026 Enterprise-Level Fraud and Corruption Risk Assessment. Role Description

The testing of fraud and corruption risk control effectiveness must conducted in line with the ISPFF Fraud Control Testing Framework. In terms of timing, this is recommended to occur immediately following the completion of a fraud and corruption risk assessment. The candidate is expected to have expert knowledge of, and expertise in, fraud and corruption control in a Commonwealth context.

The specialist skills required of the service provider includes but is not limited to the following:

  • Technical expertise in the field of risk testing, assessment and management, understanding and communicating risk types (operational, financial, strategic and compliance)

  • Adept in analysing large data sets, identifying patterns, trends and potential risks to be able to make informed decisions and provide valuable insights

  • Working collaboratively with, and relying on, a network of other specialists to problem-solve and deliver more efficiently

  • Maintaining relevant professional certifications, up to date with best practices, industry trends and regulatory changes, staying dynamic and adaptable and focused on the one task at hand.

Deliverables:

  • Conducting fraud and corruption control testing pursuant to the requirements under the Framework, testing the efficacy of specific controls identified through ASD’s Enterprise Level Fraud and Corruption Risk Assessment (FCRA) conducted in 2026 – controls to be agreed following completion of the FCRA by end 2026.

  • Develop a paper with the findings, which should identify the following (list not exhaustive): scope, risk assessments, approach and testing methods, responses from relevant teams to your enquiries, conclusion and recommendations.
