Job Description

Remote is seeking a Capability Planning Manager to join the team in ASD. This role would have a broad range of duties to assist the capability planning and reporting. Duties would include the generation of strategic advice on capability development and deliver, capability portfolio management, program and project planning, cost models, budget strategies and commercial approaches. This would include supporting strategic advice on major capability programs, such as REDSPICE. The successful candidate will work across and within integrated teams, and will interpret business and technical requirements to support the development of options and procurement approaches.

Role Description

Duties and responsibilities:

  • Takes responsibility for the implementation and delivery of portfolio, program and project office services. Undertake and/or provide advice on capability planning, project management and support leading and managing activities to plan, develop and implement projects to meet organisational requirements.
  • Engage with programs and projects to develop, review, provide advice and/or report on cost models, influence direction, seek input and feedback from stakeholders along the way.
  • Advise on and contribute to the formulation of budget strategies, procurement strategies, solution options, commercial approaches and tender evaluations, to support production of high quality estimates and the delivery of capability against business requirements.
  • Support team management as required, building the team's capabilities through mentoring, training, and driving development of subject matter expertise. Manage large stakeholder groups focused on business outcomes.
  • Take responsibility for and manage program and project financial management, change control and quality reporting. Identify portfolio and program financial risks and opportunities, and provide strategic advice regarding potential mitigations.
  • Provide advice and engagement across whole-of-government on major capability programs and projects to achieve strategic outcomes for ASD.

Technical skills:

  • At least 5 years' experience in major/complex capability development and delivery, preferably from Defence and/or NIC
  • Excellent organisational and communication skills
  • Ability to work with broad direction and translate complex technical information into simple and easy to digest strategic advice.
